이 지침은 발간시점부터 적용할 수 있으며, 이미 시행중인
설계용역이나 건설공사에 대하여는 발주기관의 장이 필요
하다고 인정하는 경우에 적용할 수 있습니다.
다만, 제3장 4.3 순환 상온 아스팔트 혼합물 품질기준은 생산
기술의 보완, 환경표지 재인증 등을 고려하여 2025.12.31.까지
적용을 유예합니다.

제1장 총 칙
1. 적용범위
(1) 이 지침은 『도로법』에 규정된 각종 도로(고속국도, 일반국도, 특별시도, 광역시도,
지방도, 시․군․구도)와 기타 일반 공중에 이용되는 중요 도로에 사용되는 표층, 중간층,
기층 등의 아스팔트 콘크리트 포장 및 유지보수에 적용한다.
(2) 이 지침에 규정되어 있지 않은 사항은 『(국토교통부) 도로공사 표준시방서』및 해당
기관의 『전문시방서』에 따른다.
2. 아스팔트 콘크리트 포장의 정의
(1) 가열 아스팔트 콘크리트 포장은 굵은골재, 잔골재, 채움재 등에 적절한 양의 아스팔트와
필요시 첨가재료를 넣어서 이를 약 160℃ 이상의 고온으로 가열 혼합한 아스팔트
혼합물을 생산하여 시공하는 것이다.
(2) 중온 아스팔트 콘크리트 포장은 가열 아스팔트 콘크리트 포장 이상의 품질을 유지하면서,
가열 아스팔트 콘크리트 포장에 비하여 생산 및 시공 온도가 약 20℃ 이상 낮게 생산된
저에너지 소비형 도로 포장 기술로서, 중온화 첨가제 또는 중온화 아스팔트를 혼합하거나
기계적 기포 아스팔트 발생 설비를 사용하여 아스팔트 내 물 또는 기포 발생 수용액을
분사하여 생산한 저탄소 중온 아스팔트 혼합물을 사용하여 시공하는 것이다.
(3) 순환 가열 아스팔트 콘크리트 포장은 아스팔트 콘크리트 포장의 유지보수나 굴착공사
등에서 발생한 아스팔트 콘크리트 발생재를 기계 또는 가열 파쇄하여 아스팔트
콘크리트용 순환골재를 생산한 후, 소요의 품질이 얻어지도록 보충재(천연골재,
아스팔트 또는 재생첨가제)를 첨가하고 재활용 장비를 이용하여 160℃ 이상의 고온에서
생산한 아스팔트 혼합물을 사용하여 시공하는 것이다.
(4) 순환 상온 아스팔트 콘크리트 포장은 아스팔트 콘크리트 포장의 유지보수 또는 굴착공사
등에서 발생한 아스콘 발생재를 기계 또는 가열 파쇄하여 생산한 아스팔트 콘크리트용
순환골재를 생산한 후, 소요의 품질이 얻어지도록 보충재(천연골재, 유화아스팔트 또는
아스팔트 콘크리트 포장 시공 지침 3
첨가제)를 첨가하고 재활용 장비를 이용하여 무가열로 생산한 아스팔트 혼합물을
사용하여 시공하는 것이다.
(5) 쇄석 매스틱 아스팔트(SMA, Stone Mastic Asphalt) 포장은 골재, 아스팔트,
셀룰로오스 화이버(Cellulose Fiber)로 구성되며, 굵은 골재의 비율을 높이고 아스팔트
함유량을 증가시켜 아스팔트의 접착력은 골재의 탈리를 방지하는 역할을 담당하고,
압축력과 전단력에 저항하는 힘은 골재의 맞물림(Interlocking)이 담당하여 소성변형과
균열에 대한 저항성이 우수한 내유동성 아스팔트 포장을 말한다.
(6) 배수성․저소음 아스팔트 콘크리트 포장은 도로포장의 표층에 배수성․저소음 아스팔트
혼합물을 시공하여 하부의 불투수성 중간층의 표면으로 노면수가 흘러서 배수로로
배수되는 구조로 설계 및 시공하는 것이다.
(7) 구스 아스팔트 포장은 고온 상태의 구스 아스팔트 혼합물의 유동성을 이용하여 유입하고
일반적으로 롤러 전압을 하지 않으며, 가열혼합장치(쿠커)를 이용하여 (180~260)℃로
가열, 교반 및 운반을 실시하고 구스 아스팔트 피니셔 또는 인력에 의해 유입하여 (160
~240)℃로 시공하는 것이다.
(8) 아스팔트 혼합물 생산시 실내 배합설계, 골재 유출량 시험, 현장 배합설계, 시험생산
등을 수행하여야 하며, 포장 시공시 시험포장 후 적합한 시공방법을 결정하여 본포장을
하여야 한다.
3. 용어의 정의
(1) 이 지침에 사용한 다음의 용어는 문맥상으로 보아 다른 의미로 해석되지 않는 한
‘[부속서 및 부록] Ⅱ. 용어의 정의’에 따른다.

1. 일반사항
(1) 아스팔트 혼합물의 제조에 사용하는 골재, 아스팔트 등의 품질은 이 지침의 품질 규격을
만족하여야 한다.
2. 아스팔트
2.1 일반사항
(1) 아스팔트는 침입도 등급, 점도 등급, 공용성 등급 등의 기준을 적용한다.
(2) 고무 아스팔트 또는 폴리머 혼합 아스팔트와 같은 고점도의 개질 아스팔트 또는 첨가제를
사용하려면 아스팔트의 공용성 등급 기준만을 적용한다.
(3) 커트백 아스팔트, 블로운 아스팔트, 포장 타르는 환경문제로 인해 도로공사표준시방서 및
각 발주기관 전문시방서에도 반영되지 않으므로 사용하지 않는다.
(4) 아스팔트는 석유계 원료를 이용한 아스팔트 이외에 식물성 원료를 이용한 재료를 혼합한
바이오 아스팔트를 사용할 수 있으며, 공용성 등급 기준에 적합하여야 한다. 바이오
아스팔트 공급자는 바이오 아스팔트 생산시의 사용재료와 비율을 보고하여야 한다.
해 설
▊바이오 아스팔트
• 바이오 아스팔트는 지속가능한 건설 재료로 국제적으로 주목받고 있는 친환경 아스팔트
재료로써, 재생 가능한 바이오매스 자원을 이용하여 석유계 아스팔트의 일부 비율을
대체 및 혼합하여 제조한다.
• 바이오매스는 식물, 동물, 미생물 등의 유기물질로써 주로 식물성 오일, 동물성 지방,
농업 및 임업 부산물을 사용한다.

• 바이오아스팔트의성능은석유계아스팔트와동일한성능과품질을가지고있어야하며
공용성 등급 기준으로 평가한다.
• 바이오 아스팔트의 사용재료와 비율의 보고시에는 사용된 바이오 매스 원재료 종류와
이를 가공하여 바이오 아스팔트 생산시 혼합한 재료 명칭과 비율이 포함되어야 한다.
2.2 침입도 등급 기준
(1) 침입도 등급 기준을 적용시 아스팔트는 <표 2.1>을 만족하여야 한다.
(2) 아스팔트 혼합물의 혼합 및 다짐온도 결정을 위하여 시험성적서에 <표 2.1>의 항목 외에
120℃, 150℃, 180℃에서의 각각 동점도 및 150cSt, 170cSt, 190cSt, 250cSt, 280
cSt, 310cSt에서의 온도를 부기하여야 한다.
(3) 순환 가열(또는 중온) 아스팔트 혼합물에 사용시에는 아스팔트의 KS M 2247에 따른 60℃
점도 시험결과를 보고하여야 한다.

▊아스팔트의 침입도 등급
• 아스팔트는KS M 2201에따라침입도등급20-40, 40-60, 60-80, 80-100, 100-120,
120-150 등이 있으며, 국내에서 아스팔트 혼합물용으로는 <표 2.1>의 기준에 따른
아스팔트가 주로 사용되고 있다.
• 일반적으로 아스팔트 혼합물은 침입도 등급 60-80, 아스팔트 콘크리트용 순환골재가
포함된 가열 또는 순환 중온 아스팔트 혼합물은 침입도 등급의 아스팔트를 적용시
침입도 등급 80-100, 100-120, 120-150 아스팔트를 사용한다.
• 신아스팔트혼합물에침입도등급60-80 아스팔트를사용하면포장의소성변형에대한
저항성을 향상시키기 위해서 정유사에 침입도 65±5 인 아스팔트의 납품을 요청하여
사용하는 것이 좋다.
▊아스팔트의 동점도
• 아스팔트의 동점도는 아스팔트 혼합물의 배합설계를 위한 혼합 및 다짐온도를 구하기
위하여반드시필요한시험값으로120℃, 150℃, 180℃에서의동점도시험을실시하여
결과를 cSt 또는㎟/s 단위로 보고한다.
• 아스팔트의 동점도를 이용하여 혼합 및 다짐온도를 구하는 방법은 일반 신규 가열
아스팔트 혼합물에만 적용한다.
• 동점도시험은KS M 2248(아스팔트동점도시험방법) 또는KS F 2392(회전점도계를
이용한 아스팔트의 점도 시험방법)에 따른다.
• 아스팔트혼합물혼합시의동점도인(170±20)cSt와다짐시의동점도인(280±30)cSt에
해당하는온도값을구한다. 따라서, 동점도가150cSt, 170cSt, 190cSt, 250cSt, 280cSt,
310cSt 인 온도를 구하여야 한다.
• 동점도 시험값을 이용하여 KS M 2014(원유 및 석유제품의 동점도 시험 방법 및 석유
제품 점도지수 계산 방법)에 따라 아래의 식으로 구하거나, X축에 온도, Y축에 log
(log동점도)의 그래프로 구한다. 예제는 부록을 참조한다.

2.3 점도 등급 기준

해 설
▊아스팔트의 점도 등급
• 점도 등급은 KS M 2208 ‘점도분류에 의한 도로포장용 아스팔트’ 2종 품질기준을
적용하였다. 다만, 인화점은 아스팔트 혼합물 생산시 안전을 위해 침입도 분류에 따른
아스팔트 등급의 인화점 기준을 적용하였다.
